Fifth Generation Computer Systems Project, Japan
In October 1981, Japan's Ministry of International Trade and Industry launched the Fifth Generation Computer Systems project, a ten-year state-funded programme delegated to the newly created Institute for New Generation Computer Technology (ICOT), aiming to build computers capable of logical inference, natural-language processing, and machine vision, with a budget of approximately 54 billion yen.

Background
By the late 1970s, computers were fast at arithmetic but poor at anything resembling reasoning. They could sort lists and calculate trajectories. They could not parse an ambiguous sentence, draw an inference from incomplete information, or understand a spoken question in Japanese. These were not engineering failures so much as architectural ones. The machines were built to crunch numbers, and no one had yet found a credible path from number-crunching to thought.
Researchers in logic and linguistics had their own ideas about how to proceed. Prolog, a programming language built around formal logic rather than step-by-step instructions, had been developed in Europe in the early 1970s. The idea was that you could state facts and rules, then ask questions, and the machine would work out the answers by reasoning through the rules. In small experiments it was promising. Nobody had tried to build a national computing infrastructure around it.
Japan’s computer industry had caught up with the West in manufacturing but was looking for somewhere new to go. Officials at the Ministry of International Trade and Industry, known as MITI, saw an opening. A study group formed in 1979 spent two years working out what a genuinely new kind of computer might look like. Their conclusions were published in the Communications of the ACM in October 1981, just as the project was being announced publicly.
What happened
MITI launched the Fifth Generation Computer Systems project at an international conference in Tokyo in October 1981. The budget was approximately 54 billion yen across ten years, and the government created a dedicated organisation to run it: the Institute for New Generation Computer Technology, known as ICOT. Kazuhiro Fuchi became ICOT’s director. Tohru Moto-oka of the University of Tokyo had chaired the planning committee that shaped the original proposal. Major Japanese electronics companies, including Fujitsu, Hitachi, and NEC, as well as Nippon Telegraph and Telephone, were brought in as participants.
The technical plan was specific. ICOT would build machines capable of logical inference at very high speeds, using parallel hardware designed to run many logical operations at once rather than processing them one after another. Prolog and related logic-programming languages would serve as the primary way of writing software for these machines. The stated goals included natural-language processing, machine translation, and machine vision. At the time these were all open research problems with no agreed solutions, which made the targets ambitious even by the standards of the day.
What ICOT produced over the following decade was substantial as research. The group published widely, built experimental parallel inference machines, and trained a generation of Japanese computer scientists. But the commercial goals, including systems that could reason fluently or process natural language reliably, were not achieved. The gap between what logic programming could do in a laboratory and what a working product required turned out to be wider than the planners had expected. By the early 1990s, the project’s trajectory was being reported in the press as a cautionary story, with the New York Times noting in June 1992 that the fifth generation had become Japan’s lost generation.
Why it mattered
The project was the first large-scale national programme to treat AI and logic-based computing as a strategic industrial priority, prompting the United States and European nations to fund their own competing initiatives. Its reliance on Prolog and logic programming as the primary computational substrate made it a defining test of symbolic AI at national scale. Although ICOT produced substantial research output, the project did not achieve its commercial goals, and its mixed legacy contributed to subsequent reassessments of symbolic approaches relative to statistical and connectionist methods.
